Bezpieczny Kredyt 2% — what is left of the programme and what next

Bezpieczny Kredyt 2% was in practice only in operation for half a year: banks accepted applications from July to the end of December 2023. In that time 94,100 applications were submitted (data up to 21 December 2023), and banks granted more than 59,000 loans for a total amount exceeding 24 billion PLN — on average about 400,000 PLN per contract (data from the beginning of January 2024). Intake was halted on 2 January 2024 after the subsidy budget ran out, and the provisions on intake were formally wound down in August 2025. People with a signed contract keep the subsidies to the first 120 instalments for the full 10 years. No successor to the programme was created: the #naStart loan bill was withdrawn, and the announced Pierwsze Klucze programme had not opened intake as of August 2026. What buyers are left with today is the Rodzinny Kredyt Mieszkaniowy with a BGK guarantee, the Konto Mieszkaniowe with a bonus and — after a series of NBP rate cuts down to 3.75% (the last cut on 5 March 2026) — a markedly cheaper ordinary mortgage than in 2022–2023.

What was Bezpieczny Kredyt 2% and how did the subsidies work?

The programme came into force as part of the government package “Pierwsze Mieszkanie” (the act of 26 May 2023 on state support in saving for housing purposes). The mechanism was simple: for 10 years the state subsidised the first 120 instalments, covering the difference between a fixed rate set on the basis of the average interest on loans in banks and a rate of 2%. The borrower therefore effectively paid about 2% plus the bank margin.

The most important conditions of the programme:

  • loan amount: up to 500,000 PLN for a single person and up to 600,000 PLN for a married couple or a parent with a child,
  • age: up to 45 (for couples it was enough that one of the partners met the condition),
  • first property: the borrower could not have owned an apartment or house before,
  • own contribution: a maximum of 200,000 PLN, and where there was none the BGK guarantee applied,
  • no price limit per square metre — which distinguished BK2% from earlier programmes.

Why did the programme end after just six months?

The reason was prosaic: money. The subsidy budget provided for the start of the programme was 941 million PLN, and already in December 2023 the forecast of payouts reached 959 million PLN. After the statutory thresholds were exceeded (90% of the limit for 2024 and 75% for the following years), BGK issued a notice on 1 January 2024 about suspending intake — banks stopped accepting applications on 2 January 2024.

The scale of interest exceeded every assumption. By 21 December 2023, 94,100 applications had been submitted and 55,800 contracts signed, and applications lodged before intake closed were still being finalised by banks in the first months of 2024. Formally, the provisions enabling intake were wound down by an amendment to the act in August 2025 — from that moment BK2% has been purely the servicing of contracts already concluded.

How did Bezpieczny Kredyt 2% affect apartment prices?

Here the lesson is painful but important. The subsidies landed on a market with rigid supply — developers were not able to deliver tens of thousands of extra apartments from one month to the next. The effect: according to Otodom data, in December 2023 the average asking price on the Warszawa secondary market reached about 17,500 PLN/m² and was roughly 24% higher than a year earlier. Prices rose fastest for apartments that fitted the programme limit — studios and small two-room units.

The paradox is that part of the benefit of the subsidies was consumed by higher prices. A buyer who did not make the application deadline in 2023 was paying considerably more for a similar apartment in 2024 — and by then without support. When can people with a BK2% contract lose the subsidies?

The good news: the end of intake changes nothing for people with a signed contract — the subsidies are due for the full 10 years on the existing terms. The act does, however, provide for situations in which the subsidies expire. The most important of them:

  1. selling the apartment during the subsidy period (apart from exceptions, e.g. selling a share acquired earlier),
  2. renting out the unit or making it available for use by third parties,
  3. changing the way it is used, e.g. to business activity,
  4. permanently ceasing to run a household in that apartment,
  5. overpaying the loan in the first 3 years — outside the statutory exceptions this may result in the loss of subsidies and even in having to return part of the support.

Before you take any of these decisions, read your contract and ask the bank about the consequences. The cost of a mistake here is counted in tens of thousands of złoty.

Has a successor to the programme appeared — the #naStart loan or Pierwsze Klucze?

Briefly: no. The #naStart loan bill (in the July 2024 version) provided for subsidies to the first 120 instalments, an interest rate depending on the number of children and — unlike BK2% — income limits. After months of political disputes the government withdrew the bill from legislative work and the programme never came into force.

The Pierwsze Klucze programme announced later (an element of the “Klucz do Mieszkania” strategy) had likewise not opened intake as of August 2026. In practice this means that in 2026 no universal programme subsidising the instalments of a new mortgage is in operation.

What housing support actually works in 2026?

In the shadow of the mortgage drama, the second pillar of the “Pierwsze Mieszkanie” package has been running all along: the Konto Mieszkaniowe (housing account). The rules: systematic deposits of 500 to 2,000 PLN a month, a minimum of 11 deposits a year and saving for at least 3 years; the account can be opened by a person aged 13–45 who does not and did not own an apartment. The state adds a housing bonus calculated according to the inflation index or the growth in the price per square metre — whichever is more favourable — and the interest is exempt from capital gains tax. An example: paying in 1,500 PLN a month, after 3 years you have 54,000 PLN of capital plus the bonus.

The second genuinely working instrument is the Rodzinny Kredyt Mieszkaniowy with a BGK own-contribution guarantee of up to 100,000 PLN (a maximum of 20% of the property value), which makes it possible to buy an apartment with modest savings. Both solutions are in operation as of August 2026.

What to watch out for when taking an ordinary mortgage in 2026?

The situation of borrowers is clearly better today than in the days of BK2%. The NBP reference rate is 3.75% (as of August 2026, the last cut on 5 March 2026) against 5.75% as recently as spring 2025, and the average interest rate on new housing loans in Q1 2026 was about 5.97%. All the more reason why every element of the offer counts:

  • the bank margin — on a loan of 500,000 PLN a difference in margin of 0.5 pp is about 2,500 PLN of interest a year, that is several tens of thousands over the whole repayment period,
  • fixed or variable rate — a fixed rate gives predictability for 5 years, a variable one lets you benefit from any further rate cuts,
  • APRC and additional costs — commission, insurance, an account with incoming salary; “0 PLN commission” is sometimes buried in a higher margin,
  • overpayment terms — after 3 years, overpaying a variable-rate loan must be free of charge (the mortgage loan act of 2017).
